Howdy Patrick,
Could you explain a little more most the trouble please? When practise you have bug uploading files - are you lot using a specific app or website (for example, dropbox)? Are there any errors?
- #three
it happens on every website i try to upload onto. the problem happens at the site, any link i click to upload just doesn't work doesn't even get to my files.
i have already tried disabling whatever proxy server i apply but that doesn't help either.

OK, then y'all tin't upload or download annihilation from or to your computer.
Now we demand to define the terms "upload" and "download"
What and where exactly are you doing this. Since you mention specifically "cyberspace" then is the trouble but related to web based sites?
Tin you upload / download files from other network nodes on your local LAN?
I have used dissimilar computers and it works for them so it tin't exist my WIFI.
Are y'all getting any error messages?
What happens when y'all try?
- #eight
I'grand just doing this on my personal laptop on my home WiFi
Can't upload or download any files on the Internet simply can still access stuff on my Dropbox account.
Files like photos, videos or music
What are network nodes?
Don't get any error messages at all, nothing happens at all.
This is why it's and then strange

So install Chrome then install the Gdrive app for Windows 10.
And so open your gdrive in Chrome browser, open you pictures or music binder choice a picture or a song and drib it on the Gdrive which you have open in your Chrome Browser.
What happens?

I already have chrome as my primary browser. tried to add a file to the Gdrive simply it didn't piece of work, again no fault message
I tried calculation a new file to my dropbox from another computer and my laptop downloaded that.
so it does seem to be web based sites

That would indicate that in that location is a piece of software running in normal mode that is not running is condom mode that is causing your problem.
Test once more in normal style to confirm that the trouble notwithstanding persists so.
Perform a clean boot

And see if you can then download stuff, if so, then you'll need to investigate to nada in on the offending process.

With Windows 10 it is generally a pretty skillful thought to bank check and confirm that all the Windows Updates as well as the Store Updates are current.
Safe Mode is mostly unmistakable other than the screen resolution being huge, it generally will have safe style indicated in the corners of the screen
